1 总 则
1.0.1 为在石油库设计中贯彻执行国家有关方针政策，统一技术要求，做到安全可靠、技术先进、经济合理，制定本规范。
1.0.2 本规范适用于新建、扩建和改建石油库的设计。
本规范不适用于石油化工厂厂区内、长距离输油管道和油气田的油品储运设施的设计。亦不适用于地下水封式石油库、自然洞石油库。
1.0.3 石油库设计除应执行本规范外，尚应符合国家现行有关强制性标准的规定。
2 术 语
2.0.1 石油库 oil depot
收发和储存原油、汽油、煤油、柴油、喷气燃料、溶剂油、润滑油和重油等整装、散装油品的独立或企业附属的仓库或设施。
2.0.2 人工洞石油库 man-made cave oil depot
油罐等主要设备设置在人工开挖洞内的石油库。
2.0.3 覆土油罐 buried tank
置于被土覆盖的罐室中的油罐，且罐室顶部和周围的覆土厚度不小于0.5m。
2.0.4 浮顶油罐 floating roof tank
顶盖漂浮在油面上的油罐。
2.0.5 内浮顶油罐 internal floating roof tank
在油罐内设有浮盘的固定顶油罐。
2.0.6 浅盘式内浮顶油罐 internal floating roof tank with shallow plate
钢制浮盘不设浮仓且边缘板高度不大于0.5m的内浮顶油罐。
2.0.7 埋地卧式油罐 underground horizontal tank
采用直接覆土或罐池充沙(细土)方式埋设在地下，且罐内最高液面低于罐外4m范围内地面的最低标高0.2m的卧式油罐。
2.0.8 油罐组 a group of tanks
用一组闭合连接的防火堤围起来的一组油罐。
2.0.9 油罐区 tank farm
由一个或若干个油罐组构成的区域。
2.0.10 储油区 oil storage area
由一个或若干个油罐区和为其服务的油泵站、变配电间以及必要的消防设施构成的区域。
2.0.11 油罐容量 nominal volume of tank
经计算并圆整后的油罐公称容量。
2.0.12 油罐操作间 operating room for tank
人工洞石油库油罐阀组的操作间。
2.0.13 易燃油品 inflammable oil
闪点低于或等于45℃的油品。
2.0.14 可燃油品 combustible oil
闪点高于45℃的油品。
2.0.15 企业附属石油库 oil depot attached to a enterprise
专供本企业用于生产而在厂区内设置的石油库。
2.0.16 安全距离 safe distance
满足防火、环保等要求的距离。
2.0.17 铁路油品装卸线 railway for oil loading and unloading
石油库内用于油品装卸作业的铁路线段。
2.0.18 液化石油气 liquefied petroleum gas
在常温常压下为气态，经压缩或冷却后为液态的C3、C4及其混合物。

1 General Provisions
1.0.1 This code was formulated with a view to implementing the relevant national policies, unifying specifications, and living up to safety and reliability, state-of-the-art technologies, economy and rationality in the design of oil depots.
1.0.2 This code is applicable to the design of new, extended and rebuilt oil depots.
This code is not applicable to the design of long-distance oil pipelines and oil storage and transportation facilities of oil/gas fields in petrochemical plant. It is also not applicable to underground hydrolock oil depots and natural cave oil depots.
1.0.3 Not only the requirements stipulated in this code, but those in the current relevant mandatory standards of the nation also shall be complied with for the design of oil depots.
